Yes, when incorporating a BV/SRL: article 5:4 of the Belgian Code of Companies and Associations requires you to hand the notary a financial plan covering at least two years of activity, including the sources of financing, the opening balance sheet, projected income statements and a budget. If the company goes bankrupt within 3 years, this document can trigger the founders' personal liability if the starting capital was manifestly insufficient. For self-employed individuals (sole traders), it is not mandatory — but the bank will ask for one for any business loan.
